Scientific computing: fixing current python codes to run

It is a small task to finish for an expert.
The original code is running fine without any bug. (ORIGINAL-... folder at dropbox below here)
Make the original code a single ROI code: omega = one value, JHess = one value (instead of a list and define these variables in the scripts)

Here check ROI at model_flux.pyx, preload_spec.py. If needed check other scripts in likelihood.
This is done when the original code runs with omega and JHess value.

Check my CHANGED-.... folder (I tried the variables at there) and info word document to apply the variables (omega and JHess)
Skills in mathematics (functions) and python scientific computing (scipy etc)
It is a physics data analysis.
